Watchdog takes Toronto to task for turning away refugee claimants from shelters — only to have city’s top public servant reject findings

An investigation into the city’s decision to turn refugee claimants away from its shelter system has provoked a rare public standoff between Toronto’s accountability watchdog and its top civil servant.

The report from Ombudsman Kwame Addo released Thursday found the city’s actions over 2022 and 2023 were “unfair, poorly planned, and inconsistent” with the municipality’s commitment to housing as a human right.
