‘We just are no longer effective’: Toronto bylaw officers to stop cracking down on illegal pot shops

The head of Toronto’s licensing division says city bylaw officers will stop enforcing rules against illegal pot shops in 2025, due to a lack of provincial funding and the dangers of doing the job. 

At a meeting of council’s budget committee on Wednesday, Carleton Grant, executive director of municipal licensing and standards, said that since legalization in 2018, his division has shut down dozens of illegal cannabis stores and at one point there were only about 10 in operation.
