Mayor Andrea Horwath has won enough political support to veto a previous council vote to advance a contested plan for affordable housing on a municipal parking lot in downtown Stoney Creek.
Her bid to use “strong-mayor” powers passed on an 8-8 vote — it required the backing of more than one-third of council — to push forward the project that has sparked local resistance due to a resulting loss of parking spots.
