An eighth-floor apartment flooded. Power and water service interrupted. How one building is recovering from Toronto’s storm

Joyce Cole’s carpeted apartment floor is still wet to the touch. The wooden boards underneath are mangled, forming misshapen bubbles beneath squelching grey fibres. 

The 71-year-old resident of 77 Howard St. was at the bank on Tuesday, when the rain started drumming the outside of the building. She couldn’t shake the feeling that she needed to go home. Amid torrential rain, firing sideways and rendering her umbrella useless, Cole trekked one step at a time, her walking cane in hand, to her home of four decades.
