Cap the number of Uber, Lyft drivers in Toronto, staff report recommends

City staff are recommending that licenced drivers with private transportation companies, such as Uber and Lyft, be capped at their current number.

Capping municipally licenced drivers at 80,429 — which is the number as of Dec. 1 — would be a “proactive measure to mitigate the risk of increasing traffic congestion and emissions, and impact on public transit use, while balancing considerations for driver equity and user mobility,” a report released Tuesday said. The report, which will be discussed at next week’s executive committee, was co-signed by the city manager, executive director of municipal licensing and standards, and the general manager of transportation services.
