‘Council Hunger Games’: Mayor Olivia Chow’s $18-billion budget leaves councillors just $3 million to fight over

The $18.9-billion operating plan Chow released Thursday was largely unchanged from the staff-prepared version she helped launch Jan. 13. There’s millions more dollars for student meal programs, additional transit service, expanded library hours, and new police officers and traffic wardens, all funded with the help of a 6.9 per cent property tax increase.
