Parks division vows ‘aggressive’ action after scathing auditor’s report

The city of Toronto’s parks division has promised “aggressive” changes to worker supervision and company culture after a scathing auditor general report last week found discrepancies in work reports of park cleaning crews.

According to the report, while workers recorded spending four hours per shift performing park maintenance, GPS data revealed they were only there for an average of about two-and-a-half hours. It also showed workers hanging out in plazas and other nonwork locations for hours when they were supposed to be on the job.
