Mayor Olivia Chow says she still wants the city to explore a stormwater charge — which critics dubbed a “rain tax’’— but only if it applies to industrial and commercial properties and not homeowners.
“Whatever you want to call it, we do have a lot of rain,” she said Thursday morning at a news conference about her motion asking city staff to look at various ways Toronto can mitigate the effects of storms. The motion is scheduled to be debated at council later Thursday.
