The driver involved in a fatal Highway 401 crash that killed him and three others was twice ordered not to be behind the wheel of any vehicle.
Durham Police arrested Gagandeep Singh on Feb. 28 in Whitby for having a stolen vehicle and breaching a release order not to be in the driver seat of any vehicle.
